Another option is Associated Humane Societies (AHS) in Newark:

Anyone in Essex Co. who needs to get a community cat/feral cat fixed: the county's free TNR program is continuing for 2023. Free spaying or neutering of community/feral cats is available through the AHS Newark mobile vet clinic which is parked in front of the AHS shelter at 124 Evergreen Avenue in Newark. Also included free of charge are vaccines and an ear tip for the cat being fixed. This program is only for community/feral cats (no pets) from Essex County. You are required to make an appointment in advance and fill out necessary paperwork. Please contact Pam Parisio to get the appointment and paperwork, or to get further info. You may reach her at: pparisio@ahsppz.org or at 973-824-7080 ext. 118. And please be sure to say that your request is for TNR of a community/feral cat. They do not spay or neuter pets so please be clear you are asking to have a community cat fixed.
